Buttons; would it be safe?

I have an outdoor area where I would like to relocate by button coop. I currently has bark down which I would rake up and replace with sand. The bark is hemlock. I am worried about the ground maybe being toxic to the buttons. I know cedar is bad and thinking hemlock might be also. Would the bark have left residue in the ground? I could put a couple inches deep in sand. Ideas input etc. I also have road fabric I could lay down first before I put the sand down if that would help.

Even before you consider the floor of the new coop - Are yo located somewhere that is warm year round? Buttons should not Winter outdoors......
 
I have an indoor outdoor combo set up. I can open the door to an outside area when weather permits but keep them in the shop and close the pet door when to cold. Even though they are buttons I still give them about 30 sq ft of space. (total both sides of the door). It will be mild here for another 2 months so hoping to have them outside during the day until then. I only have 6 birds but those I do have have been hatched naturally on the ground and not incubated. The lady I got them from had the best set up I have ever seen. Flight pens, ponds (with net of course), fountains etc., potted plants, rocks on and on. This is where I got my combo indoor and out idea.
 
No input on the ground question issue? I would like to rake away the bark and replace with sand. Worried about toxic issues with the ground.
 
the bard there now is hemlock I think. I know its is not cedar but don't think it is fir.
