My guess is that shavings would be fine. Seeing as this is a coop, not a barn, in a NYC suburb with no nearby ag area, I am imaging a half dozen birds or less in a backyard style setup, which is why a bale of straw is laying so long it gets moldy. Even a bag of shavings will last a long time but it may be easier to keep dry since it's in plastic.
