Scaly leg mites.
Wash the feet, dry, then apply vaseline to the legs/feet, working it into and under the scales.
Looks like a few toes may be dead and they will eventually fall off.
Keep the birds on clean, dry bedding.
Of course I'm sure you've looked for lice/mites on the body and will address those if you see them.
