though the smell of the fire is certainly not gone
The smell from fires lingers quite a long long time. We flipped a fire damaged house once and it positively reeked months after the fire.
Even after replacing the charred rafters, lightly sand blasting the charred underside of the roof deck and vacuuming all the mess the stench remained. We had to hit it with Smoke Eater then seal everything with two coats of sprayed on Kilz Max before we got it under control. But on damp days if the attic hatch was opened, you could still smell it.

Not only the smell from fires. Many years ago a friend with limited means was planning to buy a home. He asked me to take a look at it. The cellar was filled with bags of garbage, the rugs were covered with dog poop, the upstairs which was accessible only by a ladder was where the kids had been sleeping - they urinated and defecated in a closet. I asked, "Why would you even consider doing this?" He replied, "Because it's the only home that I can afford."

We worked hard cleaning up that mess, but for years afterwards on a humid summer day the multitude of evil smells would return.

That's horrific. How can people live like that?
Okay. Maybe they didn't even have running water (which is just sad), but using a closet for a latrine? At least dig a hole outside and bury it.

Years ago there was a family that rented the house on our block. They lived like that. And unfortunately it took forever to get them evicted. The house was a total gut job by the time they were forced to leave.

It is often part of a mental condition associated with hoarding.
