Possibly paint, or possibly something as simple as food coloring in spray bottles.

Maybe we should have a winter contest...see who can make the funniest pictures in the snow with food color

Of course, the way the wind blows out here flakes from my picture would probably end up in another state and then they would all wonder where the colored snow came from.

They sell stuff specifically for painting in the snow, but ya, I'm sure you could make your own as well. I remember years ago my little sister got some snow paint for christmas
