Cackle can't ship to me?

Can anyone explain why Cackle Hatchery can not ship to VA? Something about a new testing regulation...

Im a bit new to this so use 'lay-person' (pardon the pun) language please

CHeck your state's department of agriculture website to find out the requirements for importing (live) chickens.

Virginia requires all hatching eggs, chicks, and birds to come in from an NPIP flock that is certified AI Free and MG Free.

I cannot ship to VA, WV or UT because of this.
