Calibrate Your Hydrometer

i have a brand new hydrometer and done the salt and water test after 12 hours it showing 63%, does this mean it is 12% off, or am i doing something wrong

what is the salt water test? I am getting ready to buy a hygrometer and dont know a dang thang about them.....
