Some of the Whites seem to have good heads and bills but they need a good molt and a lot of clean water.

I don't know what I would do..
I would be tempted to ask them if they realized what bad condition they are obviously in and tell them if the financial and physical burden of keeping them is too much.. tell them the need to be begging someone to take them off their hands and find them a better caretaker instead of charging $100 for a pair.

WTH do you suppose is growing all over their bills?
You think that's just muck or is it literally a growth?
I mean I understand even mine don't look the best in this winter weather but that is outrageous.
