directions say to mix one 4oz packet into 2 gallons of water and put one once of that into a gallon of water...so the end result wouldn't have 66,000 but i'd like to know how much dry powder instead of going as the directions say

I would not use that if that's the case. It's WAY over kill and you'll most likely end up overdosing them.
