That's not too awfully high, if you are in a dry area. Its very humid where I live (West Virginia), so I normally incubate without any water and still maintain around 30%. Yes, your house or the room the incubator is in will affect inside the incubator.
Hatching humidity doesn't have to be too high, especially if you don't open the lid much, or if you have an incubator that recovers quickly. 65-75% is usually a good range.
