What the heck do you mean rub sent everywhere?? He doesn't rub anything.Likely not. If he can rub scent everywhere and he can clean himself (doesn't get too fat) he'll be able to clean those glands and he won't have issues

Actually I think it's spritz. The sticky stuff is just extra smelly and it makes his pee more nasty.

No, they all have stinky pee.
I'm not sure how neutering them affects their scent marking behavior though. Males mark for the females. Those rabbits were neutered...

He does circles.
If we stand up he will do circles around our legs.
