Aww. Were they dumped or are they someones pets? If they're just running loose I'd contact the Houston rabbit rescue.
I wouldn't. The people living there know about them. If they want something done about them, they will take care of it.
Most people do not understand the difference between wild and domestic rabbits and assume they'll be fine. Which is how you end up with feral rabbit issues.
