Calling all silkie specialists! Boy or girl?

This is an update to my question about this Silkie's gender. Last vote at 10 weeks of age was split 50/50. Now it is 20 weeks. Does not mount the other 20 week old pullets, does not lay eggs but only 2 of the other pullets laying right now. It is very timid but at times will do the chest bump with the other pullets. I may have heard a soft crow out of someone and this silkie is my only chicken that I don't know the gender.

What's your best guess?

I have a silkie roo he has been crowing since he was 10 weeks old! They don't crow loud it's actually funny when they crow. My dogs bark louder than he crows and my female duck quacks louder also! Sounds like a broken wind up toy!
 
Yup - silkie roos are loud!!! Maybe not as loud as some, but loud just the same. My neighbors a couple football fields away can hear my roos crowing just fine - but luckily, nobody minds that sort of thing around here!
 
Are they mean? Right now he runs from me. He likes to stay in the yard off by himself. Always has. I've only heard a very soft "Is that a crow?" twice. My neighbors will not tolerate a rooster. I had to get rid of my little white frizzle roo a few years back and I loved him. So docile and pretty!
I've never had a silkie before. Are they always small or do they come banty size? He's small.
