I love my Toshiba a whole lot!
It's quite fast, had it for over a year and tons of space left (tho no games here).. it's survived who knows how many dumps on the floor due to my puppy and episodes of him playing ball on it... it was built well enough that there still isen't a flaw or a scratch after all the abuse. I like the screen... I like some of the extra programs on it like the Sticky Notes... it's Windows...
Plus it's got lots of shiny stuff on it... the keyboard is a really nice one... I like the way the mouse pad works so I don't have to add a mouse to it....
You should try to stop at Bestbuy or the electronic areas of stores and play around with a few of the different brands. Make sure the one you get is user friendly for YOU in particular and make sure of the real life sizes (I saw some super tiny ones when I was shopping that were very cute, but not practical).
Mine was a floor model, but had barely been out there before Toshiba moved on to "newer" laptops... so I got mine for a huge discount, in your price range... so you might look into that. The Best Buy dudes got it all cleared and cleaned up for me so I had the benefits of it being setup right... hehehehe.
I personally would not get a refurbished one. My father bought me my first computer for my birthday one year. It was a big brand, normally great, refurbished one and it lasted maybe 9 months, plus it seemed rather thrown together. When it died, my brother tried taking it to peices and it turns out some parts installed were not compatible with the rest of the system, like the wrong type of fan and stuff
