She recently got into water and was fine then when I got them out she seemed to be in some sort of shock

Young ducklings sometimes get waterlogged and are subject to hypothermia. Hopefully you have dried her and warmed her up. It can result in their death.

It wasn't too deep but enough to do something I guess but her activity has improved and seems to be getting better also looked into niacin just in case.

Make sure she's warm and dry. I would give her some electrolytes/probiotics.
