Can anyone tell me what breed of chicken this is??

If all the balding/red areas are from mites or picking then I'd say Brahmas, too. Buff and Light of the ones I saw.

Try some DE (diatomaceous earth) for the mites/external parasite. The chickens can dust in it to get rid of the parasites.
