I believe I'd talk to a vet about treatment.
. Don’t have one that treats poultry around here

Looks to me like that is part of the mouth maybe swollen some. The inside similar to gums in humans. Try adding some ACV to the water 1 Tab to a gallon of water and make sure you have at least 2 or more containers of water for them deep enough they can wash their whole head if they choose. It's very important. ACV has some medicinal properties and can kill some bacteria. I am not sure that is a fungus ,looks like the inside of the mouth. I'd wrap her in a towel and look inside the mouth if you can get some one to take a pic that would also be helpful.
ok I will see if I can get a photo

Actually I was incorrect about Canker being fungal (Kathy very kindly gave me a discrete nudge via PM), it is actually a protozoan infection (trichomonas) which is treated with Metronidazole. If it is Canker I would imagine that the plaques are pretty sore, so not sure how painful scrubbing with a toothbrush would be. (Yikes) That said, Canker is not common in ducks, so it may be something else. I would imagine that if there are plaques inside the mouth, that might be a clincher for it though.
