If it is depluming mites then pour on Ivermectin dropped onto the skin at the back of the neck but there would be an egg withdrawal period. If it is lice or mites then a powder or spray containing permethrin would be the thing to use.
If you have seen chickens plucking other hens feathers out as you mention then to me, it is dietary or behavioural and unlikely to be related to parasites. If they are over-preening themselves or plucking their own feathers then that would be more likely to indicate external parasites.
