People can get coral implants to grow horns. Feathers aren't too far off from that... Probably just that no one has tried yet.

I was a "bird" for Halloween two years ago and I put my hair up in a faux hawk and glued a bunch of feathers into it. It looked super cool but was vary painful to take out. So maybe if you want feathers rather than get a transplant just glue some in
