i fix their fence constantly but the dogs find a way to get out or they forget and leave the gate open

It's the owners job to keep their animals on their property. I would warn them that if they can't keep their dogs penned up and off your property, you're going to have to call animal control.

They are corgi/king claviers spaniel, and kill things like rabbits and squirrels constantly

Make loud pew pew noises in their direction. You should only have to do this once. Most dogs will not return to a place they've been pew pew'd at.
