Hello there and welcome to BYC!

You can in a pinch, but you need to get them under heat. The heat needs to surround them, not just come from the feet. They can chill very easily and die if you don't use a heat lamp.

Here is an article from our learning center on raising your chicks for the first 60 days. This is for chicken chicks, but this breed of quail is raised the same way.... https://www.backyardchickens.com/a/...ks-the-first-60-days-of-raising-baby-chickens

Then you will want to post questions in our Quail section for more help with your birds....https://www.backyardchickens.com/f/48/quail

Good luck with your quail! They are so much fun to keep. :)

Hello :frow and Welcome To BYC! TwoCrows gave you some good suggestions and links, good luck with your quail!

A hot water bottle won't stay at the same temperature - first it may be way too hot and then as it cools off too cold. And as two crows pointed out, it is heat from only one direction - not good enough for babies. Please heed her advice.
