Can I use this as a Budgie Breeder cage ?
Its 24"h x 16"w x 16"d, I think, I'll make sure tomorrow Morning. But I know its taller than wide, but pretty big.

They will be inside for the winter.

That sounds kind of small, but really Budgies will breed in just about anything. As long as they have enough room to flap their wings a little and have an adequate nest and diet, they should breed for you rather easily. Our preference though for our birds (most species other than African species) was the bigger the better for cages.
 
Sounds small to me. . .I have finches and they are in a cage about 3+ feet tall and 18" deep and its not big enough. . .I am moving finches into other cages every time I get a new batch. . . so my winter project is to build an aviary.
 
I have a 5'h X 3'w X3'd Aviary that has 1 cockateil and a pair of buttons, I tryed using it as a parakeet breeder cage, but the parakeets kept dieing in the winter. Does it get too cold, or did I just have sickly parakeets??
 
i know friends who overwinter budgies outdoors in ct...
so you should be fine in CA...

especially since budgies and teils are from the same climate.

id say 27x17 is too small for a pair even just seasonally, id want at least a 30 x 18 x 18 and even that id consider a little small.
