Can my bantams molt before they start laying?

I have frizzle, cochin and top hat bantams between 16 and 20 weeks old. They have not begun laying yet, but their combs and waddles are definitely turning red. I have noticed that the frizzles look like they are molting. Their feathers are ratty looking and I see little tuffs of down sticking out (so cute!).
Is it possible to molt before they start laying? They are free range, so I have been searching the yard for nests weekly. Any info is appreciated!
 
At that age, they are getting adult plumage and you'll see lots of feathers around. It's not THE molt, but it's a mini-molt.

I was a little bummed at the idea of a molt coming on before I even got my first eggs. I really appreciate the answer.
