Can someone tell me if my chic is shrink wrapped

One of my chicks has been steadily trying to break threw his pip but can't seem to break threw the membrane I will attach a picture can u tell me if I should intervene?!?

How long has it been trying? If the membrane isn't dried out let it be.

Shrink wrap rarely occurs. The membrane would literally be wrapped on the chick and that's not the case here. It will likely start a new pip in another area and is currently repositioning.
 
He's been like this for about 10hrs I can see him trying to peck threw the membrane but he can't get threw it should I make a small hole threw it or let it be?
 
As long as the air can get through his pip, be patient. If no progress is made to tear that membrane--maybe 5-6 hours, and the membrane is still very dry, you can drip (carefully, from your finger tip--just a drop at a time, NOT going into the beak and along side the shell) warm water, to soften the membrane and allow the chick
to continue its freedom. Do not tear
the membrane yourself, unless as "last resort", maybe next day, as the chick may not be "finished" and should do the job itself. Another day may be necessary--help too soon, the chick may bleed, not have the yolk absorbed--just not be ready! Some chicks just cannot make it--and hope this one will be okay.. Good luck.

I don't see any hole threw the membrane though but the shell is missing a peice just doesn't look like he poked threw the membrane when he pipped
 
That's the outer membrane, and it's supposed to look like that. It's the inner membrane that can dry and shrink wrap. Don't rush the chick. This stage of hatching can take 20 hours or more. Keep the incubator humidity up, and be patient.
