I was wondering as it seems that one of the most asked questions is when will my chickens start laying eggs? Can we put a chart on BYC that gives average times that certain breeds start laying or is that just a CRAZY idea?

They could, but I don't think it'd be very helpful because each individual chicken is different.

And different strains vary and so does the time of year and diet.

Yep, thats correct. It could be done for the fun of it however. I still think that 20 weeks is a good number, give or take some.

Well it bothered me a lot when i was waiting for my chickens to start laying that most of the time whenever someone got their first egg the post never said how old the culprit chicken was.

It would be great if someone said something like got my first egg today, it was my BO fluffy that layed it she is 22 week old (or something to that extent).
