Can you clean a poult up?

this guy came out really wet and dried all gunky is there any way to clean him up some or let it go.
 
It was dry it was just glued down bad. This was my last hatch of the year I started with 14 eggs 9 made it to lockdown and this one was number 5 and last to hatch. Worst hatch and incubation I had all year. Not sure if its weather here raining everyday or the gene pool deleting at the end or what. I had a couple like they hatched early and the egg liquid foamed up at the pip and suffocated them or something. This one's still having issues just trying to stand. The other 4 are in the brooder no issues.

Warm water on a paper towel. Gently moisten the affected areas. Some people have suggested using coconut oil.
