can you ever really tame a pheasant?

If you were referring to not running away when you come to feed them in their cage, yes it's possible. If you were referring to not running away when you let them free-roam, then no.

yes you can if it were the only one and were hand raise from baby and it forms a strong bond with you other wise not likely, here's some you tube video of tame a pet pheasant

here's some another video of a different bird, a tame valley quail

-note that if you only wanted one to stick around as a pet it's possible, but if you wanted a flock not likely

Yep you can do it with ONE bird and if you hatch it from the egg. Thats the whole bond deal. But add 2 and the game is over. If it bonds to you . Then you should keep it penned anyway as it doesnt know what danger is and Its not fair to the bird. All other pheasants even if fairly tame will eventually fly the coop sorta speak LOL!
