Fact is, you may never know for sure.

Welsummers and brown leghorns look quite similar, esp at this age. Wellies are heavier and lay dark brown eggs, leghorns are lighter bodied and lay white eggs. Partridge rocks are usually a little heavier than the Wellies and lay medium brown eggs, but their color is different than the other two.

From the leg color and pattern, I'm thinking she's not pure bred, or possibly a hatchery quality purebred. I would lean toward leghorn or wellie , but if you post again in a few weeks, nice profile shots including legs, we might have a better idea.
