Can you safely remove the spurs from a Rooster ?

I think it is OK to remove spurs from a rooster if it is when and how ? Thanks in advance

I have a thread link or two. Give me a minute to dig them up, and i will be back with an edit.
It was easier to find than I thought it would be.
Our rooster is starting to hit his own legs when he walks. We have to do something sooner or later. Let me know which of the methods you use, and how difficult it was. I think cutting would keep it blunt, but the plier method sounds easier and less traumatic, but gives you sharper spurs when they grow back. I am on the wire with which method we will try.
