If you want to use it underneath your roofing material it will be fine. I have it under my tin roof. But it's not strong enough to actually be the roof. I haven't had any problem with anything living under it.

30# felt will last longer than 15# felt, but neither will hold up any useful length of time. Roll roofing is relatively cheap tho and goes on fast. You may have to buy more than you need tho for a small coop.
