Can't get a permit to build coop - building any ways

My parents live in NE Portland (in the middle of the city) and they are allowed up to six hens but no roosters.

The law in Portland is 3 hens and no rooster. Your parents are chook rebels!

My city's ordinance is that I can have chickens and roosters until they are a noise disturbance. I have checked with all my neighbors and they are all fine with it. There is only 1 that might give me problems but I will argue that there is someone on the street over that has roosters.
