Crack head nieghbors can has cried all day and currently singing in my window, boy I hate cats in heat. People think chickens are loud, you have never heard anything until you heard this cat, she sounds like she needs to be put out of her misery! Is there anything I can do?

I don't get why they have to have so many female cats not fixed, I beleave they have 4.If they are outside cats fix them!
