Honestly IMO they should be persecuted everywhere once they become feral (or are left to wander) even in the US as they can destroy wild bird populations faster than fast, the domestic cat kills for fun, even if well fed it will spends it's days hunting just for the fun of the kill... I also feel that a pet owner has an obligation to 'contain' their animals to their own property... I know cats don't like be fenced/caged (and at least in the US it common for people to just let their cats roam) but that doesn't mean they should be granted free range on other peoples property to do damage with no repercussions...
