That's a rooster that needs to go.... It won't get better! And there are plenty of nice roosters being rehomed if you need one.
Can't condemn him for his determination. Where there is a will, there is a way and boy does he have a lot of will!
The only good place for that kind of rooster is the stew pot, frying pan, or oven. Believe me, there are many really nice roosters that care for their hens, call them over for tasty tidbits they find, and try to keep them away from dangerous predator prone areas... Help direct them to good nesting spots... Yes, Virginia, there ARE nice roosters! (But, yeah, the one you have now is a real jerk!) Nice roosters do not attack people or bite the hands that feed them... Last year I ordered some straight run chickens and got sent extra chicks, all lived, and the extras all seemed to be roosters. I had speckled Sussex, Light Brahmas and some Cochins. 4 roosters in each breed, only 1 or 2 hens... I couldn't rehome them, so I ate them in the order that they pissed me off with horrible behavior. Soon, there was only 1 Speckled Sussex, because all of those were mean except one that was much smaller. I had all the Light Brahmas for almost a year. They were very sweet, got along with all the other chickens, even other roosters in a mixed pen with hens. Same with the Cochins, except for one Bantam partridge Cochin they threw in there. I had a wonderful Buff Brahma rooster that I named Dagwood and he died trying to defend his EE free range hens from an evil predator mutant fox/coyote thing. His hens loved him. I still miss him. I finally sold the Light Brahmas because I never could bring myself to eat them because they were so nice, but had no hens for them.
