Cats coming for my quails

I have about 11 quails in an outdoor pen, I've fenced it off and set up proper fencing around my yard to try to keep my neighbors cats out of my yard, but they're rather persistent. My neighbor has about 7 outdoor cats and I'm getting frustrated cause now I only feel safe letting my quails out of the coop if I'm outside the entire time. What can I do about this? My neighbor refuses to take them inside cause they don't want a litter box inside and then also don't want to take them to a shelter or animal rescue. Am I allowed to trap them if I warn the neighbor that I will if they don't do something about it? Or do I just have to put up with it and play Shepard daily?
 
Keep your quails in their aviary. They aren't the type of animals you let run loose, they need to be contained or cats will be the least of their worries.

They're hutch is in a closed off pen so they are in an aviary, I would never let them roam free. That and my fence for my yard is also made of a wire that they can't climb and it's in the ground so they can't dig, yet they still get in my yard and still try reaching through the chain fencing for my quails.
 
Electric netting? How about those motion-activated cat deterrent things that blast out a spurt of water? Those worked great to teach our cats to stay off the kitchen counters.
