Maybe I didn't make it clear enough. In his experience, a bald spot (feathers not yet grown in) near the tail is an indication that it is a roo.
. In my very limited EE experience this has proven true.

That being said, there are no absolutes when it comes to chickens.

Ah, that might make sense that the feathers hadn't filled in. I think that the bald spot in question is common on fully feathered hens that have just been overbred. My EE and my BCM came from a flock where they were being overbred and both had bald spots that filled in after a few weeks without constant mounting by roos.
