Cheep cheep or Bawk Bawk?

At what age do chickens start to bawk instead of cheep? Is it their age or the development of the waddles that make them change?

I have 3 EE's and they just turned 11 weeks. Definant Bawk-Bawking with two but one is still more of a cheeper. The first two started with the clucking sounds last week.
