Chick healthy, but not developing

I ordered some standard Blue Cochins from a hatchery. All of them are fine, very healthy and some are out standing so far. I have one little guy that after a month has not feathered and the few he/she does have are just not right. Has anyone else had a Peter Pan chick (where it just wants to stay young forever) Oh if it looks like it's sitting funny, he is on the dryer and its really slippery.

In the photo below the 4 chicks to the right are out of the same order that the Peter Pan chick was from. The 3 chicks to the left are from my incubator and are much younger they were just standing there when I took the photo.

Anyone know whats going on with this little critter?

I have one, it is a columbian wyandotte and almost 5 weeks old in this pic. She is as big as the others but no feathers....

I've had a slow developer before. She was always the smallest of the brood, and took two weeks longer for feathers. She was picked upon by the others, a pecking order thing based upon size. She's still in the coop today, tiny and bossy.

I am not all that knowledgeable about chickens, but with my bunch, there was a huge difference in development of the chickens, even among the same breed. I had 2 barred rocks that were almost totally feathered when the third was just starting. They are now 8 weeks and the slow one has caught up. Make sure he is eating and getting a good balanced food and wait... That would be my feedback. (I have found that waiting in many situations is the hardest but best policy)

Out of 21 chicks that I had the five that didn't feather as quickly were the roosters.

I had 15 14 of which are all fully feathered out now except their heads. All but #15 this little guy who barely has a feather. He is smaller, less developed but not sick or picked on in anyway. I have kept him in the brooder with chicks his size. He can't go out untill he has tail feathers, thats just my rule.. no grass time with out a jacket on LOL..

I have had some that did feather slower and yes.. they were roos, but this is different.
