Chick just hatched with bulge... help!

That is a navel that didn't close up. The yolk sac didn't fully absorb and now it is open to bacteria. Personally, as sad as it is to say, I would euthanize it. They often don't live past a few days, and even if they make it, since they didn't absorb all of the nutrients from the yolk, they will be immunocompromised their entire life. I'm really sorry. If you want to try and save it, you can apply 1% iodine solution and do your best to keep it comfortable and in a sanitary environment. If this is the route you choose to take, make sure to get some electrolytes and probiotics and feed those. Just understand that if it makes it, it will most likely have health problems for the rest of its life that you will have to deal with.
