Chick not eating enough

My youngest chick isfeeder ablut a week old now. And she's no where near the size she should be by now. ShShe's just ababout the same size she was when she hatched. You can also feel her ribs unlike the chick thats a few days older. She's not as active as she should bebe either. She does eat a tiny bit or she would have starved to death by now. But she's not eating enough to keep her a healthy active chick. I did try to syringe feed her but I wasn't able to get more then a few specks in her because the softened food was getting stuck in the syringe. SoI I tried tweezers instead and she kept knocking it off them. Is there another, better way to hand feed her that I can try? Another thing to know ishow that her head isfeathers deformed by the beak. Where most chick's beaks are straight as an arrow, her beak has two somewhat big dips on each side of the bear. She's also got a strange horn like point on her nose. Any suggestions?

I tried to draw a diagram of her a few days older sibling, compared to her. Must add on that both needed some assistance hatching, but one is thriving, and the other is trying to.

I don't think the beak is affecting eating. Some chicks fail to thrive for reasons that are unknown. Hatch problem (you said it was an assisted hatch), incubation issues, genetic issues, unknown factors. I've had odd bumps on combs before, many times as they grow out then it isn't really noticable. But not growing indicates a failure to thrive for some reason. This is what I do for weak chicks:

Thanks, it was quite informative. We did give her some drops of vitamin liquid and she took it. She did get a tiny bit of food I tried giving her but not enough to get by. She was trying to scratch when I took the last pics (not sure if she got anything). So I know she's trying. Although, spending the day with the chick, and sectioning the brooder off for her aren't really an option here (we havecan other chicks on the way and only so much room to section off our brooder). We can do the hand feeding and eggs
 
My chick has the same issue and we put her one starter and grower Purina it should be like 16% protein.
Ours are on chick starter to. Our oldest chick from the same hatch is, about 1 1/2 weeks old now, pretty close to two weeks. Before the chick i'm talking about is actually a week late, with the second youngest being a few days late.

At 4 weeks mine weighed around 2 ounces. And she is a Cochin
