Chick pulling it's tail feathers out!

Quick question! I have a 3 to 4 week old GLW that has decided to yank out or break off her tail feathers. The second I noticed this I separated her from the rest to avoid pecking. Coated her back side with Blue Kote, gave her a day to heal and let her back loose with the rest. They jumped on her almost immediately and re opened the tail. So out she came, doctored her up a little more and she is now a lone chick in my bathroom. She refuses to stop picking at herself, I've checked the area with a magnifying glass and can see nothing wrong. She's also picking a lot at her newer feathers but not enough to cause bleeding. What she's doing reminds me of parrots who get stressed and start plucking themselves.

No mites, lice, etc. Is there anything else that can cause this or do a have a nervous little chick? I can't put her back with the others until this all heals up either.

Well.... I'm not sure what to do. The diaper idea might work. I have her in with the baby silkies right now, she's more calm but still picking. At least they aren't big enough to reach her tail and peck it.
