Chick resting with beak outside the egg? (And dried yolk)

Hi it's the morning of the 21st day of the hatch. I have 10 eggs in the incubator and one one of the chicks was pipping about 7 1/2 hours ago and now I just woke up and it's got it's beak outside the egg and some sort of dried yolk around where it's been trying to get out, i've seen it breath a little but nothing more. Any advice?

Probably the chick was just resting and leaving it alone is the best advice - it will continue to hatch after it has had a chance to catch its breath. You wrote this a few hours ago though - how is the chick doing now?
 
Hi, the yellow stuff was rock solid and it also was inside it's beak and everywhere around it, I tried to get it off (It had been about 12 hours) but it was too hard, it also appeared it wasn't breathing well. It was malpotitioned so I tried to help it out but it didn't make it :( I've got 8 other Cream Crested Legbars pipping at the moment and 1 hatch so it wasn't much of a loss.
