Chick standing and fluffed

I have my first flock of 3 week old chicks - 26 of them! I noticed yesterday afternoon that one chick is just standing and has her head pulled in and her feathers fluffed, and wasn't interacting or walking around. She was that way this morning too. I haven't noticed anything else to help diagnose. My first thought, after reading several other posts, was coccydosis, but the chicks were supposed to have been vaccinated for that and Mareks. No one else seems to be affected.

I am using just regular 24% protein chick starter from TSC, and have started using chick grit. I also have been using an electrolyte/vitamin mix in the water for most water changes. The heat lamp is set high enough that the chicks seem to be comfortable and neither huddling or scattering from it, and there are cool places they can run around in. The brooder is in my garage, which has a window. I've been trying to have them outside for a "play" period every afternoon when the weather is nice.

I was thinking to mix the chick starter with water and put her in my lap to feed her the mush, dabbing it on her beak to get her interested. I can't do it until I get off work tonight, and it is really hard to wait! Any other ideas?
