Chick vent is crusty

Nearly 2 week old chick. Had persistent pasty butt for 5-6 days, cleaned twice a day, never got really bad, applied olive oil. For two days now his vent looks crusted, like impetigo crust versus a scab? I have been soaking and applying triple abx ointment. He chirps SO LOUD while standing upright, like it hurts to poop. Vent looks prolapsed vs swollen…? Pic 1 is after cleaning pasty butt, day 4. Pic 2 is today showing crust. The blue fluff is a spray dressing to hopefully discourage pecking from others.
Stool is normal. No blood. No crop issues. Eating well but quite small compared to others of same breed. starter crumble, egg yoke, probiotic water. Chicks are in a heated basement brooder with heat plate.
I don’t see any vent pecking, chasing or bullying but I cannot be absolutely sure what goes on at night. He is not isolated from others. Should he be?
Anything else I should be doing for this? Will epsom salt soak help this, assuming it’s safe for chicks?

Update: need help and advice on12 days old bielefelder please. , vent is prolapsed and bottom is swollen, not red. Probably has been prolapsed for a week. What I thought was an attempt at crowing (see post in behavior) is him pooping. It looks painful to poo and he likely tore his vent at some point, which is what the crust (scab)!is. I have applied triple antibiotic ointment to keep area moist. Vent cannot be replaced. He is eating and drinking. There is probiotic in water. Poop looks dry this AM. I am going to try some molasses water to help him poop easier. He is not growing, barely larger than when he arrived and not feathering out much at all. In fact the pullets of same breed are double his size.
Is it worth trying Prep H for chronic prolapse if it’s NOT red and inflamed?

The long term consideration: is it reasonable to expect him to attain normal life and bowel function or will he likely always have problems if I can’t remedy the prolapse? Can the muscles that control the vent become atrophied after so much time?
