Chick very lethargic

I just hatched 7 chicks 3 days ago. 6 are doing great but 1 is about 1/2 the size of the others and just doesn't seem to be doing well. This morning I noticed some garden dried poop on its butt so I soaked it off and it did poop a little while I ran warm water over it but it wont eat or drink water. I got it to take a few drops but it acted almost like it was gagging on the water and now it is just laying there. Please HELP!

If it gets clogged up it can't poop and will stop eating and drinking. If I see poop building up I rip it off (it takes some fuzz with it but poop is much less likely to stick again). It may be too late. I would try some sugar water to give it some energy.
