Chick with bloody null/ umbilical cord inside of incubator

Hello,

I have a hatch that did not come along well because the power went out 7 hours during a snow storm. Miraculously 4 chicks have hatched, today is day 21. I have a chick with a bloody umbilical cord,. :( There is so much blood all around the incubator I am worried he wont make it. :( I do not want to open up the incubator because there are 6 more eggs left in there, and a few are pipped. Is there any advice? I think the best option is to cull it, but I am going to wait for a while and see if the chick gets better.
 
Is it still actively bleeding ? You can slip it out quickly and use some corn starch to stop the bleed. It probably also needs to be put in a cup or something besides wire bottom so it dont reopen .
