The BR is a cockerel.
How much run space do they have?
Cockerels mature faster than pullets, so they can get rough at times. If you have space to keep him separate that would be one way of doing it. Wait until the pullets are laying then put him back with them, but then you will still need to monitor him, he will still be quite frisky.
 
If the Barred Rock is the instigator of the bullying, can you separate the Barred rock bully out and let the new pullet mingle with the other 2? Then add the bully back after things settle down a bit, and let it be the flock of 3 vs 1 bully.
