Both pullets and cockerels have spur buds. Furthermore, while it is generally the roosters whose spur buds develop into spurs, some hens will get them as well, and they wouldn't be likely to start developing for quite a while.

Well I guess as much as it is true that you shouldn’t count your eggs before they hatch you should also never count your hens before the crow ha ha!
