I can not see the rest of the foot but if any of my chickens start getting scaley feet, I pour new cooking oil into a container and stand her in the oil for a few---then let her go----it usually looks better in a few days-----If I need I will do it again.

Could be scaly leg mites, they are microscopic and they burrow under the scales, you won't see them. Feather legged/footed breeds can have some gnarly looking feet sometimes and it means nothing, but with swelling I'd go ahead and treat for mites. Won't hurt anything.
You can soak in epsom salts and water and scrub with a soft toothbrush to clean it up.
I use castor oil, work it in really good with the same brush, and then vaseline over the whole thing. This is all to suffocate the mites. I'd repeat weekly for a few weeks. The dirt will stick to the oil/vaseline but is not a worry. Just looks yuck. The important thing is to suffocate the mites.
If that's what is going on it appears to be a fairly mild case, so should clear up.

I have a rooster with really bad scaly leg mites. I don't know how he got them, but they are getting a lot better now. If it is scaly leg mites, after a while, the infected scales on your chicken's legs will start falling off as the mites die, this is normal. Later on, new uninfected scales will grow in and replace the old ones. But beware, if you let the mites get to bad, it WILL eventually cripple your chicken. So it's probably a good idea to start rubbing oil on your hen's legs right away just in case this is the cause of the swelling.
