This poor thing just doesn't get better. Any ideas what is wrong with her and what she needs to get well?

Can you post a photo of all of her too?

Have you noticed if others are picking her feathers out (watch during roosting).
Does she scratch or pick at herself? It could possibly be depluming mites, but it looks like there's intact feather shafts on her neck, the "feather" portion is still there. (hard to see that section since it's blurry). If the feather shaft is still intact, those will not be replaced until she molts.
